I found this adorable skirt on Forever21.com and I just had to show it to you all. This short pencil shirt has side ruffles that are too cute. I am a little concerned that this may give you the appearance of Beyonce hips but, even so it's so charming. Because of all the detail in the skirt you should keep everything else to a minimal. I think a simple top (like the one shown), peep toe heels, and a dainty bangle would complete this outfit. It is currently available for $22.80.
